Tourism is already in decline, most businesses suffered 20% reduction in Northwest Pembrokeshire this year. The LA already take substantial amounts from second home tax to fill their black hole in spending. Poor management across the authority will continue whilst we prop up with extra taxes from private individuals - this is not a solution, just a sticking plaster for LA to continue with poorly thought out spending. In terms of businesses themselves this is another blow with extra spend required in many ways on fire safety measures, waste, increases in wages, expectations of 182 days letting, proposed changes to business rates etc - how much more can small businesses take whilst still offering a quality tourism experience?
The Regulatory Impact Assessment is set out in Part 2 of the Explanatory Memorandum (https://senedd.wales/media/g5ipwvwh/pri-ld16812-em-e.pdf). This includes the Welsh Government’s assessments of the financial and other impacts of the Bill and its implementation.

Loss of tourism offer, loss of choice, loss of jobs - the tighter you squeeze business the more will give up. Our economy depends heavily on tourism but if we keep killing off the businesses that run these offers then eventually I wonder what draws will be left??

The wider implications of additional taxes have not been properly quantified. This together with 182 day rule & no similar scheme in England will make us far less attractive for holidaying - which means tourism dependent businesses won’t survive! The season is short enough as it is!
The powers to make subordinate legislation are set out in Part 1: Chapter 5 of the Explanatory Memorandum (https://senedd.wales/media/g5ipwvwh/pri-ld16812-em-e.pdf).
The Welsh Government has also set out its statement of policy intent for subordinate legislation (https://business.senedd.wales/documents/s155951/Statement%20of%20Policy%20Intent.pdf).

Greedy councils who do not value tourism will implement the levy to fill the pockets to excuse poor decision making. We will just be another means to plugging their holes. We will be disadvantaged on a Uk scale in terms of competitiveness- this has not been properly assessed!
